Overview : On 20 May 2002, with the achievement of independence, Timor-Leste became the eighth member country of the Community and membership was formally made official at the Conference of Heads of State and Government of the CPLP, on 1 August 2002.

Timor-Leste had a leading role in the Organization, assumed the Pro-tempore Presidency in 2014 – 2016, was highly elected by the Member States.

- Timor-Leste assumed the position of Executive Secretary of the CPLP for the biennium 2021-2023.

The general objectives

1) Intensify participation in political and diplomatic dialogue in the CPLP

  • Actively participate in the Ordinary Meeting of the CPLP Council of Ministers annually;
  • Actively participate in the Conference of Heads of State and Government of the CPLP biennially;
  • Guide the TL Representation at the CPLP to actively participate in the monthly meetings of the CPLP Permanent Consultation Committee;
  • Coordinate with the other Member States to implement the decisions taken at the XIII Summit and the Ordinary and Extraordinary Meeting of the Council of Ministers of the CPLP;
  • Dissemination of the CPLP in the Universities of Timor-Leste and Public and Private Institutions in Timor-Leste;
  • Coordinate with the National Commission for the IILP, on the creation of an Information Center on the CPLP for Asia and the Pacific.

2) Promote Timor-Leste Cooperation with the CPLP

  • Actively participate in national cooperation focal points meetings;
  • Facilitate the holding of ministerial and sectoral meetings in the field of cooperation;
  • Ensure the implementation of decisions taken at ministerial and sectoral meetings;
  • Coordinate the implementation of projects with the ministerial and sectoral lines that participate in specific projects/actions.

3) Promotion and Dissemination of the Portuguese Language at a national and international level

  • Actively participate in the IILP Scientific Council meeting annually/International Portuguese Language Conference;
  • Follow up on the implementation of the Brasilia, Lisbon and Dili Action Plan;
  • Ensure the implementation of decisions taken by the IILP Scientific Council.
