Canada

Timor-Leste and Canada established bilateral relations on May 2002, through an exchange of diplomatic note. Canada’s bilateral engagement with Timor-Leste is managed through the Embassy of Canada in Jakarta, Indonesia.

Bilateral Cooperation;

  • Canada has actively supported Timor-Leste and acted as one of the region’s most active donors since the country was still under the Indonesia’s occupation.

  • The Government of Canada is pleased to discuss with Timor-Leste Government the possible provision of trade-related technical assistance and capacity building and expressed its support to Timor-Leste’s accession to the WTO.

USA

  • Since Timor-Leste restoration its Independence on 2002, both country has establish diplomatic relations and The United States of America accredited their Ambassadors to Timor-Leste, such as; the resent Ambassador Charles Kevin Blackstone, who was preceded by Ambassador Kathleen M. Fitzpatrick, Ambassador Karen Stanton, Judith Fergin, Hans Klemm, and Grover Rees III.
  • The USA have supported TL nearly $ 70 Million dollar invested by US Government in health assistance, and more than US $542 million has been provided by the USA, since the establishment of the diplomatic relations in 2002.
  • During COVID-19 the USA Government through USAID Agency has committed more than $1.6 million for technical assistance and training to fight COVID-19 in Timor-Leste.
  • The USA bilateral relation has supporting in various cooperation with Timor-Leste government entities, such as, Defense and Security Cooperation’s, Good Governance, Economy Cooperation, Health Cooperation, and Educations,
  • Peace Corps Cooperation, MCC, MoU on land & Property, Baucau Airport, and Bilateral Defense Dialogue.

MEXICO

  • Timor-Leste and Mexico has established the Diplomatic Relation was on 2003, after one year Timor-Leste restoration its Independence. More over the Mission of Mexico has been cover by the Embassy in Jakarta, Indonesia.

In Cooperation Area; Mexico has supported in Capacity Building, and has coordinated with Education area

 

Caribbean

CUBA

  • Since the inception of diplomatic relations between the two countries in 2002, Timor-Leste has benefited tremendously from the existence of cooperation with Cuba, particularly in the area of health and education.
  • For now on, Timorese Student who have been graduated in Cuba for almost 1020 Timorese.
  • In 2012, the Minister of Health of Cuba and the Minister of Health of Timor-Leste signed a new agreement of cooperation highlighting the following points;
  • The Ministry of Health of Cuba is obliged to send and maintain for a period of two years in Timor-Leste a Medical Brigade composed of employees of different specialties, in accordance with the request of the Ministry of Health of Timor-Leste and the availability of the Cuban side, according to the following order of priorities:
  • Providing health care, especially at the secondary and tertiary level in the National Hospital and Reference Hospital;

DOMINICAN REPUBLIC

In 2021, Timor-Leste and Commonwealth of Dominican has signed the joint Communiqué of the establishment of Diplomatic relations, in United Nations headquarter, between both countries.

Furthermore, the bilateral Cooperation haven’t yet agreed, But the Dominican side has requested to have Visa Waiver between both countries. (ongoing Process)

ARGENTINA

The Democratic Republic of Timor-Leste and the Republic of Argentina established diplomatic relations on October 11, 2002 in New York, USA.

BRASIL

Diplomatic relations between Timor-Leste and Brazil were established on May 20, 2002. The opening of the Embassy of Brazil in Dili in 2002, and the opening of the Embassy of Timor-Leste in Brazil at the end of 2008. Timor-Leste considered Brazil as a brother country of the CPLP and maintains it through historical, cultural and fraternal friendship ties. Importantly, Timor-Leste continued to strengthen its bilateral relationship with Brazil.

Bilateral Cooperation

• In 2000, the Government of Brazil through ABC (Brazilian Cooperation Agency) carried out its first mission to Timor-Leste with the objective of identifying areas for cooperation, namely Education, Agriculture and professional training, public administration as priorities for technical cooperation between Timor-Leste. East and Brazil.

• The Government of the Brazilian signed the Technical Cooperation Protocol between the Government of Brazil and the Transitional Administration of the United Nations that would allow the implementation of technical cooperation projects in Timor-Leste.

• The first project started to implement the Center for Social Promotion, Professional Training and Business Development in Becora, in partnership with the National Service for Industrial Learning (SENAI) to train Timorese labor in the areas of Civil Construction, Carpentry, Industrial Sewing , Hydraulics, Electricity,

Bakery and IT.

• Training Course for Diplomats from CPLP Member States (Regular) and continued at Instituto Rio Branco

Brasil.

• Ratification of the Complementary Agreement to the Basic Technical Cooperation Agreement between the Government of Brazil and Timor-Leste, for the implementation of the Program for Strengthening the Justice Sector of Timor-Leste, signed by Brazil and Timor-Leste on March 3, 2011.
