Armenia : Timor-Leste and Armenia established diplomatic relations on 23 December 2003.
Azerbaijan : Timor-Leste and Azerbaijan established diplomatic relations on 5 April 2004.
Belarus : Timor-Leste and Belarus established diplomatic relations on 1 October 2014.
Cyprus : Timor-Leste has established diplomatic relations with Cyprus on 12 June 2002.
Czech Republic : Timor-Leste has established diplomatic relations with Czech Republic in 2002.
Georgia : Timor-Leste and Georgia established the diplomatic relations on 22 December 2011.
Hungary : Timor-Leste established diplomatic relations with Hungary in 2003. Hungary mission in Jakarta is accredited also to Timor-Leste.
Poland : Timor-Leste and Poland established diplomatic relations on 18 November 2002.
Romania Timor-Leste established its diplomatic relations with Romania on 20 December 2002.
Russian Federation : The Democratic Republic of Timor-Leste and the Russian Federations established diplomatic relations on 24 June 2002. Russian Federation is accredited to Timor-Leste from Jakarta.
Ukraine : Timor-Leste and Ukraine established diplomatic relations on 27 September 2003.
Western Europe
Austria
Timor-Leste and Austria established the diplomatic relations in 2002.
Visit of Foreign Minister; HE. Minister of Foreign Affairs, Dra. Adaljiza Xavier Reis Magno, visited to Austria, in 2022.
Belgium
Timor-Leste and the Kingdom of Belgium established diplomatic relations in 2002. Timor- Leste has its mission in Brussels, Belgium, the Embssy of Belgium is accredited to TL from Jakarta.
Belgium’s cooperation with Timor-Leste is developed through European Union development program in Timor-Leste as Belgium supports the development of the European External Action Service (EEAS) which aimed to build the stronger position of EU in Asia.
France
Timor-Leste and France established diplomatic relations in 2002.
- France takes part in the agreement between TL and the European Union on the visa waiver, this agreement has been implemented since 2015.
- he Institute of Research and Develpment (IRD) of France has cooperation with the Secreatariat of State of Art and Culture of Tlimor-Leste in the area of joint research programs. The MoU was signed on 13 July 2013 and expired on 12 July 2017. Both sides still working to finalise on the renew agreement.
- France and TL also has cooperation in the area of capacity building, by send TL chefs to learn technic of cuisine in Paris.
- Offers training for TL’s publics servant in National Administration School (ENA)
- France Bureau in Dili provided France course to Timorese, as well as planning to provide French course to Timorese Diplomats as a preparation for the long-term cooperation in the area of Education (Scholarship of undergraduate and post graduate).
Germany
Timor-Leste and Germany were established diplomatic relations in 2002. Germany is accredited to Timor-Leste from Jakarta.
The Federal Republic of Germany is one of the European Union countries that substantially support Timor-Leste in many areas of development.
Agreement between the Government of the DRTL and the Federal Republic of Germany concerning the Financial Cooperation in 2003.
Agreement between the Government of the DRTL and the Federal Republic of Germany Regarding Technical Cooperation.
Treaty between the DRTL and the Federal Republic of Germany concerning the Encouragement and Reciprocal Protection of Investment.
Agreement between the Government of the DRTL and the Federal Republic of Germany concerning the Financial Cooperation in 2005.
Netherlands
Timor-Leste and Netherlands established diplomatic relations in 2003. The Netherlands is accredited to Timor-Leste from Jakarta. The Government of Timor-Leste and the Dutch Company HEINEKEN signed a Memorandum of Understanding on investment, in 2015.
Switzerland
Timor-Leste and Switzerland established diplomatic relations on 16th September 2002. Switzerland is accredited to Timor-Leste from Jakarta.
Cooperation between the Government of Switzerland and Timor-Leste through, the Provedor Gabinete da Ministra Office of the Minister dos Direitos Humanos (PDHJ), the Ministry of Justice and the Association for the Prevention of Torture (APT).
- The Ministry of Justice of Timor-Leste, Provedor Human Rights and Justice of Timor-Leste (PDHJ) and the Association for the Prevention of Torture (APT) signed a Memorandum of Understanding concerning cooperation on Torture Prevention in Timor-Leste.
- The government of Switzerland through its Embassy in Jakarta supports this cooperation with a financial contribution.
- Association for the Prevention of Torture (APT) is based in Geneva and a strategic partner of the Swiss Federal Department for Foreign Affairs.
Northern Europe
Denmark
Timor-Leste and Denmark established diplomatic relations in 2003. Denmark is accredited to Timor-Leste from Jakarta.
Iceland
Timor-Leste and Iceland were established diplomatic relations in 2003. Iceland is accredited to Timor-Leste from Tokyo.
Ireland
Timor-Leste and Ireland established diplomatic relations in 2003. Ireland is accredited to to Timor-Leste from Singapore.
Norway
Timor-Leste and Norway established the diplomatic relations in 2002. Norway is accredited to Timor-Leste from Jakarta.
- Since the establishment of both countries diplomatic relations Timor-Leste and Norway have signed Agreements on; bilateral cooperation on Program for the Development in Timor-Leste; Development Cooperation on Assistance in Management of Petroleum Resources, and the Development Cooperation concerning Fisheries Sector Support Program.
- On 7-9 May 2019, H.E. Marianne Hagen, Deputy Minister of Foreign Affairs of Norway, visited Dili, Timor-Leste to discuss issues of mutual interest and areas of cooperation.
- On 5 February 2015, the Crown Prince paid a three-day visit to Timor-Leste on behalf of the United Nations Development Program (UNDP). The purpose of the visit was to observe UNDP’s activities in-country and further to strengthen the excellent ties between UNDP and Timor-Leste.
United Kingdom (UK)
Timor-Leste and United Kingdom established diplomatic relations in 2002. The United Kingdom is accredited to Timor-Leste from Jakarta.
- Since 2017, the British Embassy in Jakarta has facilitated English language training for Timorese diplomats through LELI Classes;
- In February 2018, the British Embassy in Jakarta facilitated five officials from the Ministry of Foreign Affairs and Cooperation for a study visit to London from 19 to 26 February 2018.
Visa Waiver TL-UK:
- The Government of the United Kingdom has granted visa exemptions for Timorese citizens entering and remaining in the United Kingdom for up to six (6) months without a visa.
- Timor-Leste is undergoing its internal process to reciprocate the United Kingdom citizens to enter and stay in Timor-Leste for up to six (6) months.
Southhern Europe
Andorra
Timor-Leste and Andorra Established the diplomatic relations on 20 September 2011.
Bosnia and Herzegovina
Timor-Leste and Bosnia and Herzegovina established diplomatic relations on 3 September 2015.
Croatia
Timor-Leste and Crotia established the diplomatic relations on 5 February 2003.
Greece
Both countries established the diplomatic relations on 4 April 2003.
Italy
Timor-Leste has established its diplomatic relations with Italy in 2002. Italy is accredited to Timor-Leste from Jakarta.
Kosovo
Timor-Leste and Kosovo established diplomatic relation on 9 March 2022
Malta
Timor-Leste established diplomatic relations with Malta on 20 May 2003.
Timor-Leste and Order of Malta established diplomatic relations on 18 September 2006.
The diplomatic activities of Ordem of Malta in Timor-Leste are closely linked to its humanitarian mission and also the programmes consist of Education and Health.
In education sector; the Order of Malta established Training Centres in several Municipalities, providing leadership course for youth and upskilling course for Timorese doctors. In the health sector the Order of Malta are leading a project to provide four clinics in TL with medical surgical supplies. These clinics, run by local congregations, provide primary medical care for significant numbers of Timorese in underprivileged urban and isolated rural areas.
Portugal
Timor-Leste and Portugal established diplomatic relations on 20 May 2002.
- Timor-Leste and Portugal have signed a total of 73 bilateral cooperation Agreements since the establishment of the both countries diplomatic relations in 2002, supporting a number of the lines ministries of Timor-Leste in several areas, such as; Education, Justice, Finance, Social Communication, Environmental Policy Development, Tourism, Capacity Building of Humanos Resources, Technical and Military Cooperation, Natural Resources, PNTL Training, Infrastructures, Chamber of Commerce and Industry, Court of Accounts, Food Security, Scope of the Maritime Zones and Demarcation, Diplomatic Training, in the Field of Energy, Cooperation between Municipalities, Parliamentary Cooperation, Migration Services, Management and Marketing, Sanitation and Drainage, Health, Support System for Navigation, Sports, Social Security, including MoU on the Political Consultation just signed in 2021.
- Bilateral cooperation between Portugal and Timor-Leste was developed along the various areas aligned with the ideas of the National Development Strategic Plan (PEDN) 2011-2030.
- Therefore, since 2011, the bilateral cooperation between TL-Portugal, implementing through the framework of the Indicative Cooperation Program (PIC). Signed for every 5 years.
- For the period of 2019-2023, it’s called “Programa Estrategico Cooperação (PEC)” TL-Portugal. For the 5 years of the program, the amount of 70 million euros, for programs, projects and actions, which subsequently allocated to the following priority intervention sectors:
1. Consolidation of the rule of law and good governance;
2. Education, training and culture, and
3. Inclusive socioeconomic development.
Montenegro
Both countries established diplomatic relations on 25 September 2010.
Serbia
Establishment diplomatic relations between Timor-Leste and Serbia on 20 December 2021.
Slovenia
Timor-Leste and Slovenia established diplomatic relations on 3 April 2003.
Spain
Timor-Leste and Spain established diplomatic relations on 20 May 2002. Spain is accredited to Timor-Leste from Jakarta.

North Macedonia
Timor-Leste and North Macedonia established diplomatic relations on 25 March 2003.
