The third international conference on Small Island Developing States was held in Apia from 1 to 4 September 2014. Timor-Leste was represented by our former Vice-Minister of Foreign Affairs and Cooperation, H.E. Mr. Constâncio Pinto. As the outcome, the conference adopts “Samoa Pathway”, in which the member states of the organization have agreed to accelerate the modalities to improve the sustainable development, such as follow:
Ten years later, on the run up to Rio+20 Conference, the Government of Timor-Leste through the Ministry of Economy and Development produced a National Report on Sustainable Development in Timor-Leste to the United Nations Conference on Sustainable Development (UNCSD) in February 2012.
At the moment Timor-Leste is working on the IMO conventions for the International Maritime Organization.
STCW is the Convention was the first to establish basic requirements on training, certification and watch keeping for seafarers on an international level. Previously the standards of training, certification and watch keeping of officers and ratings were established by individual governments, usually without reference to practices in other countries. As a result, standards and procedures varied widely, even though shipping is the most international of all industries.
SOLAS is about the International Convention for the Safety of Life at Sea (SOLAS) is an international maritime treaty which sets minimum safety standards in the construction, equipment and operation of merchant ships. The convention requires signatory flag states to ensure that ships flagged by them comply with at least these standards.
The benefit of the ratifying the SOLAS:
Directorate of Regional Organizations is the represent of MNEC participating in the Arafura and Timor Seas project that has been implementing by the Ministry of Agriculture and Fisheries with close cooperation with the UNDP in Timor-Leste. The project is focusing at the South Costal areas and Municipalities such as Covalima, Manufahe, Viqueque and Lautem.
Timor-Leste is one of the co-founders in 2015 in Samoa with the presence of Honorable Xanana Gusmão.
Timor-Leste actively participate the event in the Pacific last few years. Timor-Leste contributed the member for the its organizations with amount of 85.894.00 annually.
Pacific Island Forum (PIF)
Timor-Leste participated actively the Bali Process in Bali last few years and committed to support the initiative of eradication of People Smuggling, Human Trafficking, Transnational Crimes and other illicit activities along the land border with Indonesia.
